2025 Update: Government Incentives and Grants for Construction Costs of Childcare Buildings in Australia

Expired

The Australian government offers various incentives and grants to support the construction and renovation of childcare buildings, particularly in regional and remote areas.

These grants aim to increase access to early childhood education and care (ECEC) services.

Recent Updates

The Australian Government has made updates to childcare construction grants, including an additional AU$224.3 million for the Community Child Care Fund (CCCF) in the 2022-2023 Budget. A new childcare package was also introduced in July 2023, which includes increased funding for childcare services, including construction grants.

Available Incentives

  • Community Child Care Fund (CCCF): Provides funding to support the establishment and operation of childcare services in disadvantaged or vulnerable communities, which can be used for construction costs.
  • Child Care Subsidy (CCS): Helps families with the cost of childcare, increasing demand for childcare services and making construction of new facilities more viable.
  • State and Territory Government Grants: Various state and territory governments offer grants and funding programs to support childcare infrastructure development, such as:
  • Start Strong Capital Works Grants Program (New South Wales)
  • Children's Facilities Capital Program (Victoria)
  • Queensland Kindergarten Funding Scheme (Queensland)
  • Tax Incentives: The Australian Government offers tax incentives for businesses investing in childcare infrastructure, such as the Tax Incentive for Child Care scheme.
  • Local Government Incentives: Local councils may offer incentives, such as rate rebates or development application fee waivers, to support childcare facility construction.

1. Community Child Care Fund (CCCF)

The CCCF is part of the Australian Government's Child Care Safety Net. It provides grants to childcare services to help them improve access to childcare, particularly in disadvantaged, regional, and remote areas. The fund has three key components:

Sustainability Support: Helps services experiencing viability issues.

Community Support: Assists services to increase the number of children in care.

Capital Support: Provides funding for capital projects, including the construction of new facilities or the expansion of existing ones.

2. Building Better Regions Fund (BBRF)

The BBRF aims to create jobs, drive economic growth, and build stronger regional communities. Childcare facilities in regional areas can apply for funding under the Infrastructure Projects Stream, which supports the construction of new infrastructure or the upgrade of existing infrastructure.

3. State and Territory Grants

Various states and territories offer their own grants and incentives for childcare facilities. For example:

  • New South Wales: The Start Strong Capital Works Grants Program provides funding for the construction of new community preschools and the expansion of existing services.
  • Victoria: The Children's Facilities Capital Program offers grants for building new early childhood facilities or upgrading existing ones.
  • Queensland: The Queensland Government provides funding through the Kindy Uplift program and other initiatives to support the construction and improvement of early childhood education and care facilities.

4. Local Government Support

Local councils may also offer grants, rate reductions, or other incentives to support the establishment and expansion of childcare facilities within their jurisdictions. These programs vary widely, so it's advisable to check with the relevant local council for specific opportunities.

5. Tax Incentives

While not direct grants, there are tax incentives available for businesses involved in the construction and operation of childcare facilities. These can include deductions for capital works and other expenses related to the establishment and maintenance of childcare centers.

6. Private Sector Partnerships

In some cases, private sector partnerships can provide additional funding or resources for childcare facilities. This can include partnerships with developers, businesses, or community organizations that have a vested interest in increasing local childcare capacity.

Eligibility Criteria

To be eligible for childcare construction grants, applicants must meet specific criteria, including:

  • Being an approved provider of centre-based childcare services
  • Not-for-profit organizations are given priority
  • Location in an area with high demand for childcare and limited availability
  • Compliance with the National Quality Framework (NQF) and Australian Government childcare legislation and regulations 1
  • Demonstrating long-term viability and sustainability of the project

How to Apply

  • Research: Identify the relevant grants and incentives that apply to your project.
  • Prepare Documentation: Gather necessary documentation, including business plans, financial statements, and project proposals.
  • Submit Applications: Follow the specific application guidelines for each grant or incentive program.
  • Compliance: Ensure ongoing compliance with the terms and conditions of any funding received.
